Alan Oberman, MSW, LCADC
Mr. Oberman is responsible for the overall operation of the facility including control, utilization, program development and management, and the recruitment and direction of staff. He develops, prepares, and implements long and short term plans for the facility and coordinates relations with state social service organizations as well as officials in the federal and state government regarding agency funding, legislation, regulations, standards, training and technical assistance. Mr. Oberman earned a Bachelors Degree in Psychology from Goddard College and a Masters Degree in Social Work-Group Work from Wurzweiller School of Social Work. He has served in many management and clinical positions before joining JBRC in 2004, Mr. Oberman served as the Program Director for Catholic Charities from 1998-2004. Mr. Oberman shares his home with Molly the Great Pyrenees and Chloe, the cat.
Barry Glasser, MD
Dr. Glasser is responsible for conducting diagnostic interviews and providing evaluations, consultations and treatment services to JBRC clients. He is responsible for monitoring their medical and general treatment plan regimen. Dr. Glasser provides onsite medical care for residential clients. He works closely with the Director of Nursing/Nurse Practitioner and our Psychiatric Nurse Practitioner. Dr. Glasser provides the clinical and treatment staff with up-to-date training as needed. Dr. Glasser received his Medical Degree from the American University of the Caribbean. He received his Bachelor’s Degree from the University of Maryland. Dr. Glasser served in the Army from 1973-1977. He is also Board Certified in Addiction Medicine (ASAM) and Pain Management. Dr. Glasser has been the Medical Director for JBRC since 2006. He is also a co-owner and operator of Medical One in Brigantine, NJ since 1984. Dr. Glasser loves all forms of exercise, he has instructed Spin classes at various gyms, is especially fond of kayaking and can wiggle each ear separately. Dr. Glasser is married and has 3 children.
Carolann Cavaiola, MA, LCADC, CCS
Associate Director of Outpatient Services
Ms. Cavaiola is responsible for the overall quality and delivery of counseling services to Clients in Pleasantville and Atlantic City. She directly oversees the admissions, outpatient, outpatient medication assisted treatment, co-occurring and the IOP programs. Ms. Cavaiola provides guidance on staffing patterns and workforce development. As a member of the Executive Management Team she ensures that the programs work collaboratively with Medical, Nursing, Finance and Security. She has a Master’s Degree in Counseling from Kean University and has held executive leadership positions in Substance Abuse and Mental Health for over 20 years. Over the years her participation in research, training and implementing evidence based practices provides an additional dimension to move the programs at JBRC forward. Carolann has dedicated her life’s work to making programs better for the community, the families and the clients that use them.
Cherise Weekes, RN
Director of Nursing
Ms. Weekes is responsible for the direction, provision and quality of nursing services provided to the clients at JBRC. Her goal is to provide quality care, foster continuing education for staff and clients and to be receptive to innovative ideas that will catapult the agency into the future of addiction medicine and recovery. She loves to advocate for clients in need and assists in obtaining the necessary resources for optimal recovery and health. She is a native of New York City and attended Pace University, Atlantic Community College, and Richard Stockton College. In addition to addiction medicine she has nursing experience in medical-surgical, telemetry, critical care, and renal dialysis. Ms. Weekes loves traveling, reading, bicycling, jewelry making, and baking. She is married (32 years) and has 3 children and a granddaughter.
Annette Murray, BA, LLB,ICADC
Director of Corporate Compliance
Ms. Murray is responsible for monitoring the agency’s compliance with all clincial, administrative, and facilities related regulations. She monitors and facilitiates the activiites of both the Quality Improvement Program and the Staff Improvement Program. She also assists staff in preparation for County, and State inspections for licensing, complaint investigation, routine monitoring, and accreditation. Ms. Murray joined JBRC 1996 and since then has served clients in a number of capacities from Substance Abuse Counselor, Women Services Coordinator, Senior Counselor, Outpatient Methadone Maintenance Supervisor, to her current position as Director of Corporate Compliance. Ms. Murray holds both a Bachelor of Arts in Sociology and a Bachelor of Laws from the University of Liberia. She is also is certified Alcohol and Drug Counselor and holds an international certification as well. Ms. Murray was born in the West African city of Monrovia, Liberia. She immigrated to the United States in 1991 and a few years later became an American Citizen. She is the sixth of eight children and has one son.
Doug Hacker, BA, CPA
Chief Financial Officer/Director of Operations
Mr. Hacker is responsible for ensuring the financial integrity of JBRCs business activities and non-clinical services. He directs the activities of the following departments to plan procedures and coordinate functions and responsibilities: Human Resources, Finance, Information Technology, Facilities, and Culinary. He coordinates and directs financial planning, budgeting, procurement, and investment activities of the organization. Mr. Hacker earned his bachelor’s degree in Professional Accounting at The American University. He gained extensive experience in the healthcare field before joining JBRC in 2016. He worked in the public accounting area after receiving his Certification as a Public Accountant. Subsequently, he served as the Controller for Horizon House and Chief Financial Officer for West Philadelphia Community Mental Health Consortium for 17 years. Both non-profit organizations served the Mental Health and Addicted population of West Philadelphia. He then worked in the non-profit senior care arena for more than eight years. He is original from New Rochelle, NY and he currently resides in Voorhees, NJ with his wife, Gerri and his twins, Marissa and Matthew.
